CAT1 is an annual obligation with a fixed citywide deadline. Our software identifies buildings with an apparently missing filing for the cycle. Buildings with at least one device carrying no recognized open CAT1 enforcement code receive priority. A building may also contain enforced devices.

01 / Why this is hard to do yourself

The source data must be joined, cleaned and archived.

Constraint 01

Lookup needs a target

DOB NOW answers questions about a building you already named. It cannot return every building in a borough with a lapsed CAT1 filing.

Constraint 02

The source has no history

The public API returns only the current state. We archive each version we retrieve to distinguish an unresolved lapse from a new filing, a removed device or a newly recognized enforcement state.

The raw data has defects

The raw data includes placeholder addresses, duplicate device rows, BINs spanning two street addresses and implausibly old filing dates. Each case is handled by a documented rule.

In every CSV

  • Building and device identifiers: borough, BIN, BBL and device numbers. Street addresses and ZIP codes are excluded.
  • Cycle position: the latest filing dates, whole months past the cycle deadline, and the device’s lapse cohort.
  • Enforcement state: counts of lapsed and already-enforced devices at the building, the recognized enforcement stage, and whether the building is still inside the pre-enforcement window.
  • Optional latest reported equipment brands: reviewed controller and machine brands are included only when a current equipment snapshot has a usable mapped value. Otherwise the fields stay blank. The current sample has blank equipment fields.
  • Data-quality flags for implausibly old filing dates. Only a building whose lapsed devices are all flagged is demoted solely for this reason.
  • A link per row to the public register, plus the time we retrieved the source, so you can check any row yourself.

Not included

  • Owner, manager, agency-contact or other individual records. The report contains building and device data only.
  • Equipment models, unreviewed manufacturer text or a claim about the current maintenance company. A latest reported controller or machine brand does not identify the incumbent vendor and may not describe equipment currently in service.
  • Outreach, research or consulting performed for you. This is a standardized report, identical for every subscriber to the same product.
  • Any estimated fine, penalty or exposure figure. See the important note below.

What the planned weekly delivery means. CAT1 follows an annual cycle, so a weekly refresh will not contain a new set of buildings each time. Between annual deadlines, the cohort usually shrinks or changes enforcement state. Corrections, reactivations and status changes may add rows.

Weekly paid delivery will not begin until the publication and delivery package is ready.

04 / Sources and methodology

Official NYC datasets, archived before report generation.

The pipeline reads DOB NOW Elevator Safety Compliance for device state and CAT1 filing dates and DOB Safety Violations for device-linked enforcement. DOB NOW: Build Elevator Device Details is optional equipment-brand enrichment. If that source is missing, stale or unreadable, the report ships blank equipment fields.

CAT1 is a calendar-year obligation. A report for the 2025 cycle was due by January 21, 2026, so a missing 2025 filing first became late on January 22, 2026. Buildings with at least one pre-enforcement device are ranked before buildings with none. Only fully flagged buildings are demoted for data quality. The remaining order uses pre-enforcement device count, lapsed-device count and lapse age.

Reports are built from archived source snapshots. Each customer row carries a verification link for the primary compliance record and retrieval provenance. Optional enrichment may be blank.

  1. Signal 01 Cycle position

    Whether the annual CAT1 filing is present for the cycle, and how many whole months have elapsed since the deadline.

  2. Signal 02 Enforcement state

    Whether a recognized open CAT1 enforcement code already sits against the device, which determines whether the building is still inside the pre-enforcement window.

  3. Signal 03 Latest reported equipment brand

    Reviewed controller and machine brands are preserved as device-to-brand pairs. Unmapped free text, missing values and stale enrichment snapshots stay blank.

  4. Quality control Defects and exclusions

    Placeholder addresses and duplicate rows are handled by named rules. Records with implausibly old filings remain visible with a data-quality flag. Records that do not meet the delivery rules are excluded.

05 / Timing

Why pre-enforcement devices affect priority.

A building receives pre-enforcement priority when at least one apparently lapsed device has no recognized open CAT1 enforcement code. The same building may contain other devices that already carry enforcement.

This is a forecast, not an announcement. New York City had not published an enforcement date for the 2025 cycle when we last checked on August 1, 2026. In the two clean annual cycles available for comparison, DOB issued failure-to-file violations on September 11, 2024, for the 2023 cycle and on August 29, 2025, for the 2024 cycle. We therefore treat late August to mid-October 2026 as the likely window for the 2025 cycle.

We label that as our expectation drawn from two prior cycles. It is not official notice, DOB is not bound by it, and you should not represent it to a building as a scheduled event. If DOB publishes a date, our expectation becomes irrelevant and the published date governs.
